We took a recipe for Soft Pretzels, and figured out how to turn it into a recipe for Miniature Soft Pretzels. The recipe (without the photos) can be found elsewhere on this website.

Take three balls of dough and divide each ball into four equal pieces. Roll each piece into a rope. Roll each rope into longer, thinner, ropes. Repeat rolling each piece, until your pieces are 8 inches long or so. Twist into little knots.

Here's the next dozen little pretzels. I've formed the first dozen, you can see them at the back of the cutting board, and I've taken three more balls. I cut them in half; cut them in half again; and then start rolling them out into ropes.

Continuing from above, I've rolled them into ropes; I've tied the knots and pulled out three more balls; I've cut the three balls into 12 lumps; I've finished them off and pulled out three more balls; I've finished turning those last three into 12 pretzels. Shaping all 48 pretzels in a batch usually takes me about 30-45 minutes.
